Yes, closing schools is now apparently the equivalent of eating children. Or something like that. I’d like to think that this is intentional satire by some clever person at the design desk but it’s probably not.
It’s an over-used convention in half-ass writing: misappropriate a vaguely-familiar title or phrase from a superior work and hope it’s smart-sounding enough to make yours look original or otherwise worth reading.
