Moody’s joined S&P in cutting the County’s sewer rating to junk. They also questioned if the Jefferson County school bonds (paid for by a 1% sales tax levied under the leadership of Guess Who) are sound.

So, what’s Explanation Number Three?

Mims said he removed pages from a version of the Council of Great City Schools report that was to be distributed in-house.

The pages were removed and report renumbered so that the board staff would not receive information the superintendent thought would be “demoralizing.”

You would think that the board staff would already know that the schools suck and be about as demoralized as possible.

But I doubt it.

BETTYE FINE COLLINS: Oh, great financial wizards, you are both wise and just. Please have mercy upon our poor county, for we made mistakes in paying for our sewer upgrades, but we shall never do it again.

WIZARD: No, I don’t think so. Are you using your corneas? You need all the collateral you can get.

Even Richard Shelby won’t help. He basically said (in a meeting with Collins sitting nearby) that it was the County’s own fault.
