Schools, not the city of Birmingham, should pay for sidewalks near school, says Mayor Larry Langford- al.com

BMLL wants the school board to spend construction money repairing sidewalks around schools so he can have more money for his insane Fair Park proposal. Legally, this is doable — property owners, including the school board, can be held responsible for sidewalk maintenance — but it’s not been done before, and the reason behind it is, strictly speaking, insane.
